KEY DEPARMENTS AND THEIR FUNCTIONS
TRANSITIONAL ECONOMY RESEARCH CENTER (http://www.chinareform.org.cn)
The Center consists of 5 operational branches focusing on the
research of transitional economies, enterprise reform, Asian economy,
rural development and development of Hainan Special Economic Zone
respectively. The focus of the Center is policy research on and
design of economic reform packages and theoretical research on
transitional economy.
Currently, the Research Department is carrying out research on
widely recognized and consequential issues, some of which are
as follow:

* Creation of competition in infrastructure and public utilities
* Labor property right and employee ownership
* Strategic restructuring of the state sector and employee ownership
* Protection of long-term rural land tenure security and women's
land rights
* Framework of transitional economics
* Balanced development of regional economy
* Strategic restructuring of state-owned enterprises
* Promotion of grassroots democracy
* Shareholding-oriented reform of state-owned commercial banks
* Ownership system reform and allocation relationship
* Economic Cooperation in Asia
In addition, the Center has a database on transitional economics,
which performs the following functions:
* management of a full-size library
* selection, evaluation, restoration, management and exchange
of information
* management of a database on economic transition
* management and maintenance of internal computer network/MIS
* updating, publishing and distributing the brochure and CD-ROM
about the institute
HUMAN RESOURCES DEVELOPMENT CENTER (Hainan Int'l Management
Center)
The major focus of the Center is to provide training programs
on economic system reforms and WTO for relevant government officials
at all levels throughout the country and senior management training
programs including EP, MBA and DBA for large state-owned enterprises
and other industry sectors.
The
major activities in recent years have been providing training
for relevant government departments, large enterprise groups such
as Shanghai Baoshan Iron and Steel Corp., Shanghai Petrochemical
Corp., Ltd., China First Auto Group and some key enterprises in
Hainan. Over 3,000 people have been trained in economic s
ystem reform and modern enterprise management, in addition to
more than 200 MBA students. The subjects of the training programs
that are within the capacity of the Center include:
* WTO rules and implications of China's WTO accession on specific
sectors
* Establishment and standardized management of the share-holding
system
* Macro economic regulation
* Social security system reform
* Enterprise restructuring
* Employee ownership
* Joint DBA programs
* Joint MBA programs in General Strategic Management
* Joint MBA in Tourism Development and Management
* Management credentials training programs for current senior
managers from key enterprises in Hainan Province and large state-owned
enterprises from other provinces
* English proficiency training programs
BUSINESS CONSULTANCY CENTER (http://www.esop.com.cn)
The Center was formally established in April 2000 and has since
then experienced vigorous development. The major focus is to provide
consulting services for public as well as private enterprises
in areas of employee stock ownership plans (ESOP), management
buyout, employee stock option, asset restructuring, corporate
strategy planning and management.
Over the past year, the CENTER has been providing services of
international standards for business activities such as marketing
consultancy for Hainan-based enterprises, operational and managerial
consultancy for large state-owned enterprises and partnership
building between local enterprises and foreign ones. By August
2001, the Center has successfully completed restructuring plans
for over a dozen companies.
The Business Consultancy Center depends largely on its close
cooperation with the Transitional Economy Research Center for
providing such consulting services. Its consultancy will be further
strengthened in the reform of state-owned enterprises and public
utilities, capital market fostering and financial institutions
regulation so as to offer better consulting services in program
design, management and investment, infrastructure and technical
assessment, productivity and quality control. The highly qualified
consultants are capable of independent feasibility research and
cost-benefit analysis for projects.
